特別引出権 = SDR(Special Drawing Rights)
2009年6月4日に行われた IMF のプレスリリース 「IMF Strengthen Actions to Help Resolve Global Economic Crisis (国際経済危機を解決するためのIMF強化策)」の中で、 IMFが初めて債券を発行すると発表されました。この債券はIMF独自の通貨単位である “特別引出権 (SDR)建て” で発行されるとのことです。
“特別引出権 (SDR)” とは、IMFのホームページで次のように説明されています。
Today, the SDR has only limited use as a reserve asset, and its main function is to serve as the unit of account of the IMF and some other international organizations. The SDR is neither a currency, nor a claim on the IMF. Rather, it is a potential claim on the freely usable currencies of IMF members.
「特別引出権は準備資産で、IMFや一部の国際機関の取引上の計算単位として使われている。また、特別引出権は、IMF加盟国が自由に 使える通貨に関しての潜在的な請求権である」 と述べられています。
SDRの価値は、毎日決められており、為替相場での主要通貨(米ドル、ユーロ、円、ポンド)の価値を米ドルに換算して 計算されます。例えば、2009年6月26日の SDR1 = US$1.551020 です。
