“Bank of Japan to raise rates 'gradually, as much as possible' ”
The Bank of Japan aims to raise borrowing costs "gradually, and as much as possible" to regain its ability to influence the economy with monetary policy, Gov. Toshihiko Fukui said Thursday, the day after the central bank raised its interest rate.
"For the time being, we will maintain an accommodative monetary environment by holding interest rates as low as possible to support economic growth," Fukui said in the Diet.
"We'll increase interest rates gradually, and as much as possible, to recover the function of interest rates."

今年1月の政策委員会では、様々な方面からの圧力で金利引き上げを見送ったのではと、日銀の独立性に疑問が出されましたが、 今回は金利を引き上げたという記事です。
日本銀行の業務の中で、最も注目されているのが “金融政策 （monetary policy）” で、 目的は日本銀行法第1条によりますと 「物価の安定を図ることを通じて 国民経済の健全な発展に資すること」 と、明記されています。
福井総裁のインタビューのコメントにも述べてられていますように、今回の金利引き上げは、金融政策の本来の機能である 「“interest rate ＝ 金利（短期金利）” を操作して、 短期金融市場 （call market ＝ コール市場 ） の資金量を調節すること」 をねらったものですが、福井総裁の思惑通り市場が動くがどうか今後が注目されます。
